Jack Emanuel was the District Commissioner in Rabaul who was assassinated by Anton ToValiria and William Taupa over a disputed land claim at Kabaira in August 1971. It is the only assassination in Australian political history. Anton ToValiria was not as is often thought a member of the Mataunga Association but a Qaqet man from the Baining upset that is garden was being taken off him in the land claim dispute at Kabaira.
